What Custom Ground Support Equipment Costs, and Why
Custom GSE is priced mostly by its engineering, its welding and fabrication hours, its testing and certification, and the documentation that proves it is safe to use around flight hardware. Raw material is a real but smaller share, and the biggest cost swings come from who owns the design and what standard the equipment must meet.
The short answer
A handling dolly built to a finished drawing and a certified lifting fixture designed from a requirements sheet are both called GSE, but they are priced in very different ways. The first is mostly fabrication. The second is mostly engineering, analysis, load testing, and documentation, with fabrication in the middle.
No public price list exists for ground support equipment, and we will not invent one. What follows is how the cost is built, which choices move it, and the few published figures that help you sanity check a quote.
What counts as GSE in a quote
Ground support equipment covers the non-flight hardware used to build, move, lift, test, fuel, and service flight hardware. Typical custom items include:
- Transport dollies, cradles, and stands for stages, payloads, and subassemblies
- Lifting fixtures, spreader bars, and below-the-hook devices
- Access platforms, work stands, and handling rings
- Pneumatic and fluid panels, manifolds, and test stands
- Shipping fixtures and covers
Each category carries a different mix of engineering, welding, testing, and paperwork, which is why one general price per pound or per item does not exist.
Engineering and design ownership
The biggest single question in a GSE quote is who owns the design. If you supply a released drawing package, the supplier quotes fabrication. If you supply a requirements sheet, the supplier quotes design, analysis, drawings, and fabrication, and carries the design risk, which they will price in.
NASA publishes NASA-STD-5005, a standard for the design and fabrication of ground support equipment, and Kennedy Space Center maintains KSC-DE-512-SM, a ground systems development standard that describes itself as a tailored version of NASA-STD-5005 with KSC site-specific and local environment requirements. Programs decide whether and how to apply them. If your equipment has to meet either one, say so in the RFQ, because structural analysis, design factors, material choices, and documentation all follow from it.
A worked example: a stand for a ground test article built to the supplier's normal practice may need a simple drawing and a hand calculation. The same stand, required to comply with a program's tailored GSE standard, may need a formal stress analysis, a drawing tree with a parts list, a design review, and traceable materials. The steel is the same. The engineering hours are not.
Materials and metal prices
Most GSE is carbon steel, stainless steel, or aluminum structure with purchased hardware such as casters, hoist rings, fittings, and valves. Material choice drives weight, corrosion resistance, weldability, and cost.
- Carbon steel is strong and cheap per pound, but needs a coating system to survive outdoors.
- Stainless steel resists corrosion and suits clean or fluid service, but costs more and takes longer to weld and finish.
- Aluminum saves weight for equipment that people move by hand, but has its own welding and inspection demands.
Metal prices have moved sharply. On the BLS Producer Price Index as charted by the St. Louis Fed (FRED), the iron and steel commodity index rose about 18 percent from August 2025 to August 2026, and the index for other aluminum rolling, drawing, and extruding rose about 31 percent. The index for fabricated structural metal manufacturing rose about 4.5 percent over the same months. Recent months are preliminary. In practice this means material quotes on large weldments may carry short validity periods, and buying long-lead material early can protect a schedule.
Welding and fabrication labor
Fabrication hours usually make up a large share of a GSE price: cutting, fit-up, welding, distortion control, machining of interfaces after welding, and finish prep.
The welding specification matters. The American Welding Society publishes D17.1, its fusion welding specification for aerospace applications, which covers welder and procedure qualification, inspection, and acceptance criteria for flight and non-flight hardware. Many structural GSE items are instead welded to an AWS structural code. The spec your program invokes sets how welders must be qualified, how welds are inspected, and how many may need NDT, so it has a direct effect on hours and on which shops can quote.
For a sense of labor cost, the Bureau of Labor Statistics reports a median wage for welders, cutters, solderers, and brazers of $25.84 per hour, or $53,750 per year, in May 2025. A shop's billed rate is higher because it also covers equipment, consumables, supervision, quality, facilities, and profit.
Load testing and lifting equipment rules
Anything that lifts flight hardware brings testing and documentation costs that a simple stand does not. NASA-STD-8719.9, NASA's standard for lifting devices and equipment, applies to NASA-owned equipment and contractor-supplied equipment used in support of NASA operations at NASA installations. It covers design factors, proof load testing, periodic testing, inspection, and records.
A proof load test needs test weights or a calibrated load setup, a test procedure, witnesses where required, and a report, followed by inspection after the test. Tags, markings, and a records package go with the equipment. If your lifting device will be used on a NASA installation or under a program that invokes this standard, include it in the RFQ so the quote covers the analysis and testing, not only the welding.
Pressure, fluid, and cleanliness requirements
Panels, manifolds, and test stands that hold pressure add code compliance, testing, and often precision cleaning. Pressure vessels are commonly built to ASME Boiler and Pressure Vessel Code Section VIII, and process piping to ASME B31.3, when the program invokes them. Each brings design calculations, qualified welding, pressure testing, and documentation.
Fluid systems for oxygen, propellants, or high-purity gases often require precision cleaning to a stated cleanliness level, then bagging and tagging to keep them clean. Cleaning is usually done by a specialist and priced separately. Tell suppliers the fluid, the pressure, and the cleanliness level up front; these three facts change the scope more than almost anything else on a fluid GSE quote.
Coatings and the coastal environment
Equipment that lives outdoors near the launch pads needs a coating system that can handle salt air. NASA says Kennedy Space Center's launch facilities sit within 1,000 feet of the Atlantic Ocean, and that ocean salt combined with acidic rocket exhaust makes corrosion protection a high priority. NASA also publishes NASA-STD-5008 for protective coatings of carbon steel, stainless steel, and aluminum on launch structures, facilities, and ground support equipment, which sets zones of exposure for different environments.
A multi-coat industrial system with proper surface preparation costs more than a single coat of paint, and specifying stainless or aluminum to avoid coating altogether shifts cost into material and welding. The cheapest choice on the quote is often not the cheapest over the equipment's life. State where the equipment will live, indoors, outdoors, or at the pad, so suppliers can price the right system.

Two worked examples
A transport dolly built to print
You supply released drawings for a steel dolly with casters, tie-down points, and a painted finish for indoor use. The quote is mostly material, cutting and welding hours, purchased hardware, paint, and a certificate of conformance. Price risk is low because the design is fixed.
A lifting fixture from a requirements sheet
You supply the payload interface, weights, center of gravity range, and the governing lifting standard. The supplier designs the fixture, runs the analysis, produces drawings, buys traceable material, welds with qualified procedures, inspects the welds, proof load tests the fixture, and delivers a records package. Fabrication may be the smaller part of this price. Engineering, testing, and documentation drive it.
How to keep GSE costs under control
- Decide who owns the design before you request quotes.
- Name the governing standards, such as a program GSE standard, lifting standard, pressure code, and welding spec, in the RFQ.
- State the environment, the fluids and pressures, and the cleanliness level.
- Ask for engineering, fabrication, testing, and documentation as separate lines so you can see where the money goes.
- Release long-lead material and purchased components early when schedule matters.
- Use the aerospace RFQ checklist so nothing is assumed.

How much does custom ground support equipment cost?
There is no public price list for custom GSE, and the range between items is very wide. A dolly built to finished drawings is priced mostly on material and welding hours. A lifting fixture designed from requirements adds engineering, analysis, proof load testing, and a records package, which can outweigh the fabrication. The fastest way to a real number is a complete RFQ that names the governing standards, the environment, and who owns the design.
Why do two GSE quotes for the same item differ so much?
Usually because the suppliers assumed different scopes. One may have quoted fabrication only, while another included design responsibility, weld inspection, load testing, or a coating system for outdoor coastal use. Ask every supplier to break out engineering, material, fabrication, testing, finishing, and documentation as separate lines. Gaps in one quote become obvious once the lines sit side by side.
Do lifting fixtures need load testing?
Usually, yes, and the governing standard sets the details. For equipment used in support of NASA operations at NASA installations, NASA-STD-8719.9 covers design factors, proof load testing, periodic testing, inspection, and records for lifting devices and equipment. Other programs and customers have their own requirements. Include the standard in your RFQ so the supplier prices the test setup, procedure, report, and post-test inspection.
